Cleaning the mildew is not that hard. I have used a TSP (Tri-Sodium 
Phosphate)/water/Clorox combintaion. The TSP kills the mold spores and the 
Cl0r0x bleaches the stains. The sanding, then prep with Kilz if necessary, 
the oil-based enamel. It is a messy job and takes time, but it is quite 
rewarding.
