You say that the point shown is the center of buoyancy. If so it must  be the 
design center of bouncy for the vessel in at rest since the center  of 
buoyancy moves as the boat moves in the water. This is the reason that boats  tend 
to right.  If the center of bouncy is not in a vertical line with  the center 
of mass then the boat moves. So even if that is the canter of  buoyancy at 
rest, the center of mass should be in a vertical line with it.
