I faced a similar decision a couple of years ago.  Coming from Northern
Virginia and assuming you want to be on the Chesapeake, you will want to
look at Annapolis south.  Several good options are Deale, but hard to get a
slip; Solomons, reasonable and good sailing area, but if you would like a
mooring, try Hartge in the West River.  Their moorings are very reasonable
and it is a good location.  I nearly rented one myself, but decided to go
with a slip instead.
