I had the same low power problem last year. I started with a complete tune 
up then to replacing the head and manifold gasgets. Finally last weekend, 
after a new distributor cap and leads , I found that one of the spark plugs 
points were touching, and therefore not sparking. After replacing the spark 
plug it purrs beautifully. I now get up to 1800 RPM and just over 6 kts. I 
also have a Campbell Sailor 3 blade 10 x 6 prop.
