A shoulder bolt is an odd bolt. A shoulder bolt has two different diameter.
usually the larger one being solid the an abrupt reduction un diameter (the
shoulder) and this smaller diameter is threaded all the way to the shoulder.
If what you are looking for is a constant diameter bolt where the threads
are rue only a short way down the bolt, you are most likely looking at a custom
bolt. This is worst than it sounds and you should be able to make them
yourself with a reasonable amount.
First you need to find bolts of the correct head shape and material that
have full diameter shanks that is at least as long as the bolt you need. This is
sometime harder then it sounds since many bolts are made using what they
call "rolled threads". Rolled threads use an undersized shank then with a
special machine squeezes the threads into the bolt.
The second thing you need is a thread cutting die (a good set at Sears is
about $90 but you could buy just the one you need for less). Now just cut the
bolt to length and run just the amount of thread that you need.
