[Public-list] bronze shoulder bolts

I'm not sure if this is exactly what you want, but Jamestown 
Distributors has domestic silicon bronze fasteners that do not have 
threads cut into the first part after the head (their imported ones are 
fully threaded).

They have either carriage bolts or hex-cap screws (what I would call 
bolts).  The catalog I have here at home is a 2004, so the page number 
of 145 might not be helpful.  But they do have a good website.
