[Public-list] Bulkhead question

I noticed some water in the locker behind the head while cleaning my boat after winter storage.  I went to the boat today (first rain in weeks in Annapolis),  and I could see that water is leaking through the port side chain plate.  Is there a good way to check the bulkhead for rot, or should I just assume it has problems? - it looks like it has been leaking all winter, and the boat is 42 years old.  Time for a new bulkhead?  Can rotted sections be replaced?

Also,  The chrome on my main winches is flaking off, and it appears to be bronze underneath.  These are the original winches with the odd handle.  Does anyone know if they are made of bronze?  Does anyone know how to service them?
