If a survey does not convince them, go to the Better Business Bureau, 
the Chamber of Commerce, the Maine Tourist agency, the local District 
Attorney, the largest paper in Portland (Press  Herald still  
publishing?  Tell them you remember May Craig, their greatest reporter), 
local TV, etc. etc.

The Wall St. Journal just ran a story about fly fishermen in Maine (all 
from out of state) trying to ban the use of live bait in ice fishing 
(done by long-time residents.)
