On Isa Lei we use the following guidelines.
Single Handing    Harness w/ inflatable PFD
Sheltered Water
At night-calm    --------
At night-not calm Harness w/inflatable PFD
Offshore  Night    Harness w/inflatable PFD

Heavy weather    either Harness or Harness w/inflatable PFD (depends on job and conditions)
I don't like the inflatable rig if I am working on the bow and could accidentally pop it.

Children and dogs   PFD with tether.
