[Public-List] What's the secret to removing this old winch?

I can't figure out how to remove this winch: (cabin top)

There don't appear to be any ring clips or anything, just what looks
to be a giant screwdriver slot at the top where the winch handle clips
into.

Anyone know the trick to this???
