I'm sure there will be plenty of other suggestions, but I'll throw in my
.02.  

For a rigger, I like Atlantic Spar & Rigging on Severn Ave.  They're
very high quality and can handle a lot of different ancillary things,
including stainless fabrication.  They're at (410) 268-1570.  Marc is
the owner.

For a mechanic, Bay Shore Marine in Eastport is pretty good.  They're at
(410) 263-8370.
