Whenever the engine overheads due to lack of water flow.

I /recommend/ replacing it annually, but I don't always do so.  But I 
/do/ carry a new spare and replace it at the first sign of trouble, 
whether that's the problem or not.

Keep the spare in the sealed bag it comes in, as exposure to ozone in 
the air can degrade the rubber over time.  I sometimes also keep a used 
but good spare, and I coat this one with Vaseline to protect it.
