[Public-List] Great Lakes Head Discharge

No doubt the Canadian and US Rules on the Great Lakes is part of the 
International Joint Commission (IJC) Guidelines between our two countries.

Anyone, even an Alberger, who overboard discharges should be hanged from the 
nearest yardarm and left there as a warning to others.

I have reported a vessel at anchor in the 1000 Islands overboard discharging 
to our Coast Guard and Environment Canada - they inspected and seized the 
Boat within three hours of reporting.

No excuses or rationalizations, its the Law and one I agree with whole 
heartedly.

Totally disgusting.
