I would reckon that the blocks on your stern are indeed for spinnaker  
sheets.  Since you don't have a convenient stanchion base aft of the  
sheet winches, you would have to solidly fit a block to your toe rail  
in order to use a foot block.  Your only other choice would be to fit  
shims under your winches till you find the angle that copes with the  
angle of the sheet coming in.... but of course that may only work for  
one sail and not for another that provoked a different sheet block  
position.  It is because of the later that the foot block is worth  
while.

And that provokes another thought... When I first sailed SURPRISE it  
was impossible to haul in the sheets without over-rides occurring in  
the winches.  In a poorly rigged boat that is not unusual - what made  
me scratch my head is how the prev owner put up with that for the 30  
odd years before I came along...
