[Public-List] Baby stay?

Hi Folks,
  	
	This is my first attempt at a post, so I'll keep it simple.  My mast  
has a tang mounted just below the steaming light.  There was a small  
block on it.  Am I right in assuming that this set up is intended to  
hoist a storm jib, and if so was there supposed to be an inner stay  
to hank the jib on?
