An excellent paint for the marine environment is Sherwin Williams Vinylsaf, 
 available in many colors and blends. It retails for about $50/gal. It's 
probably  special order at your local hardware store but can be picked up at  
professional painters supply centers. Water based, it is very tenacious on 
wood,  concrete, fibreglas, steel and aluminum.Two coats recommended, four 
hours recoat  time.
