Richard,
My take on this is to use an oil finish, especially in the northern climates. It is easier to repair and more importantly touch up. It doesn't provide the depth of a varnished surface, but I believe is a good compromise which allows the beauty of the wood to shine.

Subject: [Public-List] Cetol vs west systemRe: Seagrass
Considering redoing the toe rail around # 438. Is there any reason not to
redo it with 1 or 2 coats of west system and never do it again, as opposed
to 4 or 5 coats of cetol, and another yearly?
Thanks, Rick.
