I agree with Jim. Since this guage operates from a direct pressure tap from the oil pump gallery any obstruction or break in the copper line will affect the guage operation. You also can easily install any other direct oil pressure guage to check the engine oil pressure. Once determined that the engine has pressure then trouble shoot the line by replacing the line to the original Gray Marine pressure guage.  Determine what type of flare fitting is on the ends of the line and then you can make one up from hard, pressure resistant plastic tubing or copper or even a steel brake line. After the temporary line gives you the diagnosis then you can fashion a more permanent correct line. Also carefully inspect the guage itself. Disconnect the line and see if something is blocking the entrance to the guage. You will need to remove the instrument cluster from the locker wall to do this step.You can use a solvent or carefully use a probe to dislodge any foreign material. Be cautious not to use air pressure or excessive force or you will damage the bulb inside the guage. I don't know if these guages can be calibrated...............but once you have it working you will be able to determine the 'normal' operating engine oil pressure. also double check with your alternate pressure guage used above. Make note of that.  On these engines you are not concerned with precise oil pressure readings, just trends and certainly catastrophic failure. 

Good luck and realize that this is not terribly complicated and most anyone can do this diagnosis/work.

First check the full length of the tube and make sure it isn't crimped or broken.   You could also try to make sure it isn't clogged.  One possibility might be to install an electrical gauge separately from the original panel.
