Debra,
On a rope to wire halyard the wire should be long enough so that it never reaches the sheave when lowering the sail. The rope part is the messenger line to hoist the wire. On my mast there are two cheek plates to prevent jumping held on by small sheet metal screws. The pivot bolt does not come into play to prevent jumping of the halyard.

I am using a wire to rope halyard. rope was too fat to fit through space between sheave and plate covering sheave. So I just had a new halyard made.
