You are absolutely right.  The dimension I gave for the boot stripe was the vertical distance between the parallel lines on the drawing on the side of the hull.  At the bow the diagonal distance between the lines is 9" and at the stern it is 11" since, in both cases, the boot stripe is projected onto a sloping surface.  Given the compound curves of the hull the easiest way to get the stripe correct is with a laser projecting level.  The hardest part is getting the boat in the correct fore and aft level trim as well as side to side level trim before setting up the level.
