One possibility that is relatively quick/easy/cheap and can either be used long term or at least help you refine ideas and placement before making something more permanent is the relatively tall/rectangular wastebaskets.  Places like Lowe's or Home Depot have some fairly "officey" type ones that are space efficient and consistent (i.e. they don't taper too much, have huge rims, or etc.).

I like that they are tall - this helps to use the space if you aren't going to make separate first and second "floors."  Also they are soft enough to kind of moosh into place and don't tend to abrade/scrape/make noise on the hull as much as harder things (5-gallon buckets) can.  You can pull them out easily to sort/clean/access, and they can be used for soaking laundry or whatever too. They also stack if you have an empty one.

Along similar lines I often used gallon milk/water jugs with the lid hole cut off (just leaving the handle and swooping down to a somewhat lower edge in front) to organize caulks and various other things - they would "moosh" into an odd shaped locker, even if said locker was not the shape of the jug.  And a handle to pull them out.

More "carpenterly" solutions are nice too, but the wastebaskets allow you to start getting things organized so that if you do make something more permanent you have a better idea how to design it.  Or you can just keep on using them.
