Two approaches that have worked well here on the North Shore of Boston, and for 
my friends down on the much warmer Outer Banks

1. Bees Wax . Goes on easy, on the hard or in the water.
2. Transducer Paint

Penaten does not work for very long.  I intoduced the idea into the US about 20 
years ago after seeing it in a UK sailing magazine (read on a flight back to the 
US) and writing Practical Sailor about it. Ran a test on both boat (dingy) and 
prop.  Results conclusively unspectacular.
