I found the part at one of the local places that makes dodgers. It is called a deck hinge. It comes in three formats: angled, straight and swivel. the angled and straight cost $10 per piece. The swivel hinges are $16/piece. I purchased  two swivel hinges a couple of years ago. they are stainless steel, well made and strong enough to do the job well. The source is Grand Traverse Canvas, The  phone is 231-947-3140. Larry. Lori will probably answer but ask for Larry as he does the dodgers.
 
My guess is that if you have a similar place locally you could get these  parts near home. If not, I would be glad to help out be being go between for you on this.
