"Moving water" if the assumption is "moving ahead"  is not quite true. 
The particles in a wave generally  move only up and down, even though  
the energy in the system  moves ahead. Only the tops that are blown 
forward move ahead if you really get technical. The difference going 
down a wave is that the bow wave falls away with space and gravity over 
time,  so the hill for the hull to climb is not as severe and it may 
even get through that hill on occasion.
