After making that statement I took a look at the rules...
They aren't specifically banned, but their practical visibility is very
limited, particularly with a headsail or with significant heel.

As Mike has said, the best place for the stern light is on the
pulpit...you can add a dimmer to the light, like one member did, so when
racing at night you could slowly dim the light giving the illusion that
you were pulling away from the rest of the fleet causing them to
unnecessarily start changing trim and making all sorts of sail
adjustments, thus slowing them down for real!

I think the best place for the stern light is hanging down from the
center of the rail.
I have a Perko stern light there and ran the wires up through a
stanchion.

If you are talking about the bow lights mounted on the cabin sides -
those are not legal in the US.

Most boats have a bow light hanging from the bow pulpit, with the wires
run through the pulpit.

I am looking for suggestions on how to best replace the navigation
lights on #439.
I have an all-LED boat at the moment, and wonder what people have used
to replace the bulbs in the standard deck fixtures. I figure the old
glass/plastic is toast.
I need to replace the starboard and port deck lights and the stern
light. I have no idea where the stern light mounts ... it is one of the
few mysteries I could not figure out when putting her back together. I
have a new LED anchor light with automatic light sensor that turns it
off during daylight hours.
Have you replaced your nav lights recently? What did you do?
Thx!
