Try butyl rubber, works well , lasts the life of the boat.

That's what I've got, except that there's non-skid underneath it so,
although I'm pretty sure the fitting itself doesn't let water in, the
caulking in the joint between the fitting and the deck never holds out
for more than a couple of months.
