Where I am right now that could easily cost a thousand dollars(350 to drop, same to put back plus 30$/day to leave mast on land, storage on deck not allowed).  I haven't got the money for that right now in addition to repair costs.

  When you say don't do tabbing repair, do you mean any tabbing at all, or just mast tabbing?  I want to repair the anchor locker, and the tabbing on the galley bulkhead if I can, while I install insulation in the v berth, does the mast support beam affect the shape of the v berth and rest of boat?

Mast had no washers on the step that I can see I'll move it forward as far as i can though, I wonder why someone would move it fully aft.

I have no door to test with unfortunately.  What is the mast step's tolerance for position?

If it isn't going to destroy itself in the near future, or get worse quickly, I think I'll just have to leave it for next year when I can take some time off and use a mast crane for 50$ near my parents place.

Could I use a support to brace it when sailing as mentioned that used to be done by early racers?  I have a support post as used to hold up houses that would fit perfectly, easy in and out, and I could leave it out while living aboard.

If you are removing the beam, I would suggest you also remove the mast.
I would not repair the tabbing until the beam is jacked back to position.
The door to the forward cabin will give you an idea of how far to jack up 
the beam. The door should close.
The mast should be position as far forward on the mast step as possible, 
even to the point where you could trim the washers. This positions the mast 
more over the beam and also helpos to reduce weather helm.

That is a very cool mast support!
I'm very torn between replacing the beam and bracing it, if I'm replacing 
the beam is there anything else I should do at the same time in regards to 
the mast step/bolts.
the boat builder/repair guy I work with looked at it today, and he said it 
looks like the mast is leaning to port slightly.  he'll be glassing in the 
new bulkhead for the anchor locker, and repairing the broken tabbing all 
around over the next week or two.

I'm wondering if I remove the beam, and loosen the rigging, how do I tell 
when the deck is where it should be?

Second, where should I position the jacks to raise the deck when the beam is 
out.

Third, how accurate do I need to be in terms of leveling the mast step, and 
how do I level the step/deck to correct the dip in the cabin top aft of the 
beam, I'm unsure if this dip is something I can get rid of since the deck 
looks good on top, and I'm worried that pushing it up may distort the deck 
if some internal repairs were done from the bottom.

If I just raise the deck, will it get close enough that I can then true it 
up the rest of the way with the rigging?
Can anybody recommend a good rigger in the PNW?  My rigging has to be 
inspected by a rigger within a year of the survey according to the survey, 
so I might as well kill two birds with one stone.

Where should the mast be positioned on the step, I noticed mine is pushed 
all the way aft.

Is there any other reason I'd need to drop my mast in the next few years, or 
can I leave it until I have a more amenable place to do it(it will cost me 
close to 1000$ at my current marina, but I can use a mast crane elsewhere 
for free in a year or so, and could do the mast beam properly and more 
easily at the same time if it's not going to fail under load in the near 
future, or damage the deck).
