[Public-List] sailing without an engine

I had a friend that purchased a sailboat when he got out of college in Texas.  The boat was cheap (35') and didn't have an engine.  It did have the necessary equipment to sail it.  He then got a job offer in Maryland.  He signed up for Boat US Tow service.  He sailed from Texas to Florida.  Each time he wanted to go to port (about 4-5 times) he would sail close to the entrance, drop an anchor and call Boat US for a tow (engine doesn't work).  After the 4-5 time, Boat US terminated his tow package and refunded him the pro-rata amount left on his account (11 months).  He was then forced to get the engine repaired.
