According to an article in a recent issue of Good Old Boat, water based paint brush cleaner does the trick.

Hi all,

Some time ago someone on this list put out a formula for cleaning the black marks off white fenders.  If someone out there knows what that magic formula is please let us know as we have several that need cleaning very badly. Thanks.
