You are right about the petcock, it was for draining the manifold.  The
manifold is cast iron and the petcock probably brass.  While you have the
hole open you might want to poke around up inside the hole with a small
screwdriver (jewelers) and see how much crud comes out.  As to replugging
the hole I would try cleaning the threads as best as possible with the
correct size tap the replace the petcock with a new one and use JB Weld on
the threads.  Clean both surfaces well with acetone to be sure there is no
oil present. Do not over tighten as the cast iron isn't as strong as it was
30 years ago.  Considering how few people open the petcock you could get
away with a plug with the same thread.
