I do a lot of cross border shipping - UPS routinely charges as much as the
value of the goods being shipped (sometimes more) in the form of their
internal service fees.

I've found FedEx Ground to be the most economical if speed is required.
Parcel Post is good too, but one cannot track once the goods are in the
hands of the US postal service.  They advertise a trackable service but for
some reason items coming from Canada drop off the system once in the States.
