Hi,

I had that problem too. It wasn't a missing rudder shoe, but a worn
one. The pin at the bottom of the rudder and the hole it fits into
in the shoe had worn themselves smaller and larger respectively
until there was about 1/8" of movement. The fix was to drill the
hole in the shoe slightly oversize and put in a delrin bearing.
But the boat was out of the water.
