Dwayne, I have a pre-liner. My bilge was moist even when drained, while my boat was in the yard. I realized my bilge had a plywood false bottom. The cavity below was filled with the worst bilge water (and some sand). I removed the rotten plywood, water and sand. I cleaned the area thoroughly, let it dry and added a little clean sand topped with elastomeric leveling concrete. I have had no problems, but the boat is back out of the water for a complete renovation. I will probably layer some fiberglass over the bottom of the bilge. (Concrete is so permeable.)

Anyway, this removed a persistent stench from the boat that I had otherwise been unable to correct. The initial work was done with the engine in place, but obviously, it is easier to access now with the entire area open.
