It appears the Annapolis Circulator is still running. Just have them duckduckgo or google it and the Annapolis dot gov site should come up.
It would be a couple of blocks to walk up to the route but there are at least 3 good breakfast spots to hit while they wait.
When they dinghy ashore, there isn't a dock perse as the nearby docks are all private, but there's a beach at the bottom of Tucker St. where they can land.
