[Alberg30] TBT is banned for good reason

I didn't think the TBT recommendation was going to fly. Let's see... TBT's
effectiveness is from poisoning. The active ingredient in regular bottom
paint derives it's effectiveness from poisoning, only apparently, not as
effective. So logically maximum environmental responsibility would require
one to not use bottom paint at all....

Sorry, outlawing TBT is 1. feel good legislation 2. requires more frequent
application of copper based paint-helps manufacturers, doesn't help
environment.
