I have to respectfully disagree.  All rope is the way to go.  The 3% stretch figure is at maximum working load. A 3/8" halyard is loaded at 25% to 35% of maximum working load.  The stretch is imperceptible to negligible in my experience.  There is no need to go to exotic materials in an all rope Halyard.  I have had standard sta-set X on my boat for 12yrs without any halyard sag issues.  It is safer for the crew and cheaper than a wire/rope spliced halyard.
