If its a moyet rebuild then your in good shape. The idle speed IMHO is set too high. I set mine to 900 rpm. If you have an inline fuel bulb check it as they were recalled in the time period you reference as they would leak at the crimp fittings. If the engine slows at idle its typically a fuel supply issue. How old is the fuel. Was it stabilized. Remember that fuel now has up too 15'% ethanol in it and this creates a sludge when stabilized as well as not playing nice with rubber. The trani is splashed with the same oil as the engine so no issues there in terms of reduced idle speed. Technically the two issues are not related. Prop drag is a possibilty but unlikely as it came back up to speed. My guess is its either a fuel issue or air leak. Stsrt with the carb engine running and inspect for leaks working back to the tank. In any case if the engine performes well under load, its not a big issue. Just a nuisance.
