Hi Rod - 

I think the later; it rinses off grease and oils and leaves metal
unprotected.   Also - and I think I may have been about the last to learn
this - 'WD' stands for Water Displacement.  The product was developed not as
a lubricant but as a fluid for removing water from high technology
equipment.
