Hi Randy,  I had the same problem a few years ago.  I found the last fiber wire halyard sleeve the local guy could supply.  He suggested switching to all rope halyard and using the new smaller diameter plastic sleeves as replacement in the future - which we did when I had a new mast head fabricated two years ago. 

Also my SS bolts were frozen solid - both at the masthead and latter at the spreaders, when we rerigged everything and replaced the masthead.  The mast head bolt eventually came out by repeatedly applying heat and penetrating oil.  The spreader bolt eventually sheered in half through liberal use of the brute force method.  We torqued the nut off with a spanner and extension bar.  When the bolt broke we just knocked each end out with a punch and put in a new bolt.  This might be your easist method if the bolt is really seized. Actually, this proved fairly easy to do.
