Brad, any other damage to the rudder besides the lower pin area? Do you still have the shoe in place?
Seems like you could have a new lower shaft and pin machined from round stock and reglass the bottom of the rudder together. On my boat the FG skin is less than 1/4" thick- the rest is foam core. Which you could grind down and lay up new more cheaply than building a whole new rudder.
