[Public-List] Toe rail deck joint

I thought the same thing on #220. It turns out all the leaking into the
interior was because of a badly degraded toerail.
I still goop up massively behind the stainless strip when I remove it for
painting. I don't think it does anything, though. That flange joint betwenn
the hull and deck is pretty tight.
