Hi Mathew,
I did what I think might be a similar repair on a Southern Cross 28. In my case, the plywood beneath the tabbing was totally rotten through. I used a right angle grinder to take off the tabbing completely, ground down to good plywood, and the built up what used to be plywood with fiberglass, and then glassed in new tabs, extending them up over the plywood/fiberglass contact. I wanted this bit be strong as my chain plates were bolted to this bulkhead.
