Porta-potties are legal on small boats if it isn't practical to fit a holding
tank.
See section 119, paragraph (4)

Discharging holding tanks from small boats into the water is legal
under some circumstances:
See: 129.(1)(e)
And note the very reasonable sub-clauses in subparagraph (iii).

Having read these regulations fairly carefully, they're pretty sensible,
except for the fact it uses the phrases "discharge areas" and "sewage areas"
(meaning mostly harbours and anchorages with poor tidal exchange) which
most people would have called "no discharge areas" and "no sewage areas".
