[Public-List] Cockpit Coaming

On #262 the winch and its semicircular fiberglass base were ripped from the
coaming and the deck.   Did not get a good look at #244....only saw that
the coaming was missing a piece.  Would guess that its the same issue of
winch and base ripping out of coaming and deck.
