Clay,
Definitely DO NOT leave the T to the bilge open. Cuz when the bilge goes dry the engine will over heat.
This set up is for emergencies only, like when the hull is holed and the bilge and or gusher pumps can't keep up with the inflow of water.
The valve must work freely and be accessible. You must be able to monitor the bilge while the engine is pumping it out. If it can pump the bilge dry then it must be switched to raw water until needed to again to keep the boat from sinking.

Hi, I just bought #449, Janus, and this is the arrangement that is on my
water intake except that a t-fitting leads to a shut-off valve that then
leads to the bilge leg. I haven't spent much time trying to figure it out;
however it looks like there is no handle on the shut-off valve to open or
close the leg to the bilge. Do you think it is missing and needs
replacement or is the leg to the bilge left open all the time?
