I am far from a boat restoration guru and don't pretend to know it all, but I can say that I identified the areas of rotten/wet core with a low-tech device: a plastic-handled screwdriver. 

I think for guys (and gals) like us, who are probably weekend warriors at most, core issues are most likely to be identified in the process of rebedding a handrail or stanchion or other piece of hardware bolted to the deck or cabin. I think it'd be fun to have a moisture meter to see how it compares to sounding indications and my hunches, but I wouldn't spend money on one unless I was in the business of surveying boats - and then it would be just one more tool to help me make the most informed assessment possible. So far, a plastic-handled screwdriver has done the trick. After taking in a YouTube video on sailboat moisture issues and reading much about core replacement and becoming a bit anxious and somewhat dubious of whether I should rip into my deck next year, I came across this article on the same subject.  I only share it for general information as I am not a pro of this subject in any regard.  It did calm me a bit for the time being and keeps me focused on other fixes that are more apparent than it.
