Bonding the scarf joints; Epoxy. Rub the surfaces to be bonded several times 
with acetone to remove surface oils. Let the acetone evaporate off, then glue.

Bedding the rail: A polysulfide sealant like BoatLIfe or 3M 101. Or a polyether 
sealant like 3m 4000UV. Don't use a polyurethane like 3M5200 or Sikalfex, it's 
impossible to remove. Also don't use a silicon based sealant, it will fail after 
a few years and nothing sticks to cured silicon, including silicon.

Gluing in the bungs. Dip them in varnish.
