  No , a stern pulpit is not needed to install a ladder. The typical
arrangement is to add a U-shaped fixture made of PVC pipe to the ladder
supports, so that it is supported horizontally by the sloped transom.  The
crossbar of the U is  wrapped in line or other material to avoid damaging
the transom. Typical ladders have clips that mount to the deck so they can
be stowed away.  Some A30's have permanent ladders .
