Maybe Glenn will chime in, but I have a couple thoughts...

That would give a 1/16" space around the shaft. Doesn't sound like a 
problem to me, though that could indicate some wear. The gudgeon should 
not fit the shaft tightly.

Yeah, or sanding bottom paint. These measures were taken off a used 
gudgeon. The two halves are the same, one flipped over, except for some 
details of beveling and threading.

Is he going to mill them or cast them? I'm pretty sure the originals 
were sand cast. See the lower one in
