Just a suggestion but couldn't you get the rudder assembly reworked. I would strip it off and find a specialist fabrication shop, if you got them to add material where it is warn and then re machine it yourself it shouldn't cost much. The only problem I could see is decolouration of the Chrome if you are using a gas torch. I've been involved in restoring motorcycles for years and that is the method that I use when refurbishing parts.

Just a thought.
